운영 중인 EZGemPlus 라이브러리의 통신 서비스를 중단하고, 할당되었던 관리되지 않는 리소스(Unmanaged Resources)를 정리합니다.\
특히 C# 환경에서 비관리 코드로 연결했던 핸들러들을 해제하여 메모리 안정성을 확보합니다.
